Hamilton County Schools Reorganizes Central Office E-mail

Image Dr. Jim Scales, Superintendent of Hamilton County Schools, recently
unveiled his plans for reorganizing administrative services at the Central Office. The Board
approved this reorganization on April 12. 

The new organization features three Area Superintendents instead of Elementary and
Secondary Education divisions. The Area Superintendents will oversee operations at schools in three geographical areas of the District, based on school board districts. Each Area Superintendent will have an operations director who will report to him/her. The Area Superintendents will report directly to Dr. Scales.
 
“The idea behind this is a K-12 alignment. Our students move through the system in feeder patterns and we need to have alignment from elementary, through middle to high school,” Dr. Scales said. “These people will be my eyes, ears and hands out in the schools. This will give the schools more direct support from Central Office.”

Ray Swafford, currently the Associate Superintendent of Elementary Education, will become the Deputy Superintendent for Campus Support, responsible for instructional programming in the District.  A new Assistant Superintendent of Curriculum and Instruction will oversee all curriculum and instruction for the District, and report directly to Mr. Swafford. In a District the size of Hamilton County, with more than 40,000 students, the schools need one person at Central Office dedicated to instruction, Dr. Scales said of the new position.  
 
The Area Superintendents will work closely with the Campus Support division to effectively deliver the District’s curriculum and instruction in the classroom at each school.

The reorganization also has two other administrative positions, the Assistant Superintendent for Human Resources and the Chief Financial Officer, reporting directly to the Superintendent.
 
The existing Deputy Superintendent for Administration, Rick Smith, will continue in his current capacity overseeing all business and operational aspects of the District including auxiliary services, student services, transportation, child care, child nutrition, information technology, and health services.
 
The new organization, which is budget neutral as the new positions use salary dollars from
three high level administrators who are retiring in June, will take effect July 1, 2007.  
 
The new positions of Area Superintendent and Assistant Superintendent of Curriculum and
Instruction are currently posted on the HCDE jobs board and will be open until filled.
